• Indian ordinary passport holders require a visa before travelling to Paraguay.
• India is specifically listed by Paraguay's Ministry of Foreign Affairs as a country where ordinary passport holders require a visa.
• Indian diplomatic, official and service passport holders have a separate visa exemption.
• Indian ordinary passport holders cannot normally rely on Visa on Arrival.
• India is not included in Paraguay's normal Visa on Arrival nationality list.
• A valid US, UK or Schengen visa does not currently create a general Paraguay visa exemption for an Indian passport holder.
• The application must normally be initiated through Paraguay's official online visa system.
• Indian applications require special authorisation from the Ministry of Foreign Affairs of Paraguay before the visa can be issued.
Passport Requirements:
• Original Indian passport
• Passport must have at least 6 months validity at the time of application/entry according to Paraguayan consular requirements.
• Passport should be in good condition.

Visa Application:
The applicant must complete the official online Non-Resident Visa application.
The digital application system has replaced the older physical Non-Resident application form at Paraguayan missions using the system.
Applicants upload the documents requested by the portal.
After review, the Consular Section may contact the applicant to schedule an interview.
Applicants should carry the original documents uploaded online when attending the interview.
Photograph:
A recent passport-style photograph is required.
General Paraguayan Non-Resident visa guidance specifies:
White background
Recent photograph.

The general statutory Non-Resident visa requirements do not publish hotel booking as a universal standalone requirement.

Confirmed hotel/resort reservation.
For private accommodation:
Host's full name

Special MRE Authorisation for Indians:
This is a particularly important Paraguay-specific requirement.
India is included among the nationalities for which Paraguayan diplomatic missions require prior special authorisation from Paraguay's Ministry of Foreign Affairs before issuing the visa.
This means:
The Embassy cannot necessarily issue the visa immediately after document submission.
The application may be referred to Paraguay for authorisation.
Additional documents may be requested.
Processing can take approximately one month depending on the case.
