Romania

• Indian ordinary passport holders require a visa to travel to Romania for tourism.

• Romania is a full Schengen member and issues uniform Schengen Type C visas.

• Romania must be the correct Schengen country to process the application.

Normally, apply through Romania when:

Romania is the only Schengen destination

OR

Romania is the main destination based on the length or principal purpose of the trip.

If no main destination can be determined because the traveller will spend an equal number of days in several Schengen countries, the application is normally made to the country whose external Schengen border the traveller will cross first.

IMPORTANT ROMANIA-SPECIFIC RULE FOR INDIANS:

• India is specifically included in Romania’s current list of countries whose nationals are subject to the mandatory invitation procedure for short-stay visas.

• Therefore, an Indian tourist cannot normally apply using only:

Hotel booking

Flight booking

Bank statement

and ordinary Schengen documents.

• A prior invitation approved by Romania’s General Inspectorate for Immigration is normally required.

Tourism Invitation:

For tourism, Romania’s General Inspectorate for Immigration states that invitations may be made by commercial companies with a tourism profile.

The Romanian tourism company applies to the appropriate territorial office of the General Inspectorate for Immigration.

For the invitation process, the Romanian tourism company submits documents including:

Company incorporation/founding documents

Trade Register certificate

Authorisation of the representative

Representative’s ID/residence permit

Copy of the Indian traveller’s passport

Two 3 × 4 cm photographs of the traveller

Applicable invitation-form fee.

The official invitation-form charge is:

3 RON / lei

This is normally handled in Romania by the inviting organisation and should not be confused with the EUR 90 visa fee.

Invitation Processing:

IGI invitation approval: 

Up to 45 days

Possible extension:

Additional 15 days

After approval:

The applicant must normally apply for the visa within 30 days.

This prior invitation stage is separate from the subsequent 15-day normal Schengen visa decision period.

Exceptions to IGI-Approved Invitation:

Romania publishes limited exceptions where an IGI-approved invitation is not required, including certain:

Minor children of Romanian residence-permit holders / protected persons

Spouses or parents of certain Romanian residence-permit holders / protected persons

Adult foreigners whose parent is a Romanian citizen

Foreign parents of Romanian citizens.

These travellers may follow different invitation arrangements. Ordinary independent Indian tourists should assume the IGI-approved tourism invitation is required unless the Romanian authorities confirm an exemption.

Passport Requirements:

• Original Indian passport is required.

• Passport must have been issued within the previous 10 years.

• Passport must remain valid for at least 3 months after the intended date of leaving the Schengen Area.

• Passport must contain at least 2 blank pages.

Application Form:

• Completed Schengen visa application is mandatory.

• Applicant initially creates and uploads the application through:

Romania E-VIZA portal.

• Supporting documents are uploaded for preliminary validation.

• Once the application is marked “Valid”, the applicant schedules an appointment.

• Applicant subsequently attends in person with the passport and original/copy supporting documents.

Photograph:

One recent Schengen-compliant colour photograph.

Size:

35 × 45 mm

Not older than 6 months.

The applicant’s head should occupy approximately 70–80% of the photograph.

Cover Letter:

A cover letter is required under the latest harmonised supporting-document list applicable to Schengen visa applicants in India.

The cover letter should include:

Purpose of trave

Travel dates

Duration

Names of accompanying travellers

Transportation details

Accommodation details

Who is paying for the journey.

Travel Itinerary:

Proof of intended transport and itinerary is mandatory.

For tourism, applicants should provide:

Detailed travel plan

Tour booking / travel-agency confirmation

OR

other appropriate documentation demonstrating the planned tourism programme.

Flight Booking:

Return / round-trip flight reservation should be provided.

If travelling to multiple Schengen countries, include:

Internal flights

Train bookings

Bus reservations

Car rental

other relevant transportation evidence.

Accommodation:

Accommodation must cover the entire planned trip.

Suitable documents include:

Hotel reservations

Holiday-home rental

Other confirmed accommodation.

If visiting several Schengen countries, accommodation should cover each country.

IMPORTANT:

For Indian nationals applying specifically through Romania, accommodation does NOT replace the mandatory IGI-approved invitation requirement.

Travel Medical Insurance:

Mandatory.

Minimum coverage: 

EUR 30,000 per person.

Insurance must:

Be valid throughout the entire Schengen Area

Cover the full travel period

Cover emergency medical treatment

Cover emergency hospitalisation

Cover medical repatriation

Cover repatriation in case of death.

Original personal bank statement for the last 3 months.

The statement must:

Be stamped by the bank

Be signed by the bank.

Income Tax Returns

Mandatory under the harmonised India checklist.

Indian Income Tax Return acknowledgement for the last 2 assessment years.

For Employed Applicants:

Employer’s approved leave / holiday letter

Last 3 months personal bank statements

ITR acknowledgement for the last 2 assessment years.

For Self-Employed / Company Owners:

Barcode-verifiable Income Tax Return evidence

For Retired Applicants:

Because India is subject to Romania’s mandatory invitation procedure, the appropriate Romanian IGI-approved invitation remains particularly important.

Financial Means:

Romania publishes an entry reference of:

EUR 50 per person per day

subject to a minimum of:

EUR 500 per traveller.

Example:

5-day trip:

10-day trip: 

EUR 500.

15-day trip:

EUR 750.

This is an immigration financial-means benchmark, not a guaranteed visa-approval formula.

The Consular authority considers the applicant’s overall income, savings, travel cost and financial circumstances.

Biometrics:

• Fingerprints are required for most Schengen applicants.

• Applicants whose fingerprints have never previously been collected for a uniform Schengen visa must normally appear in person.

• Fingerprints previously collected within the last 59 months can generally be reused if available and valid.

• Fresh fingerprints may still be requested where necessary.

Minors:

Where a minor travels with only one parent:

Written consent certified by a public notary from the other parent/legal guardian is required unless sole custody can be demonstrated.

Where a minor travels without either parent:

Notarised consent from both parents/legal guardians is required.

Also provide:

Parent/legal guardian identification copies

Birth/custody documentation where applicable.

Invitation Letter: 

Mandatory IGI-approved invitation for an ordinary Indian tourist, subject to limited exemptions.

Hotel Booking: 

Required as accommodation evidence.
