• Indian ordinary passport holders can obtain a visa upon arrival in Rwanda.

• Rwanda permits citizens of all countries to obtain a visa on arrival without making a prior application.

• Citizens of Commonwealth countries receive the 30-day Visa on Arrival free of charge.

• India is a member of the Commonwealth.

• Therefore, an Indian tourist travelling on an ordinary passport qualifies for the free 30-day Visa on Arrival arrangement.

• No Embassy visa application is normally required before departure.

• No eVisa is compulsory before travelling.

• No VFS appointment is required.

Passport Requirement:

• Traveller must hold a genuine and acceptable Indian passport.

• Passport must be valid for at least 6 months.

Rwanda Immigration specifically requires travel documents to have not less than 6 months validity.

Purpose of Visit:

The visitor permission can be used for:

Tourism

Holiday

Sightseeing

Social/recreational visits

Other legitimate short-term visitor purposes.

Employment is not permitted under the normal visitor visa.

Return / Onward Ticket:

A return or onward ticket is not listed by Rwanda Immigration as one of the core documents required to obtain the standard Visa on Arrival.

However, Tripex recommends carrying a confirmed return/onward reservation because:

Airlines may request it before boarding.

Immigration may ask about the intended departure from Rwanda.

Accommodation:

Hotel booking is not listed as a mandatory core Visa on Arrival document on Rwanda Immigration's current visitor-visa page.

However, travellers should carry:

Confirmed hotel/lodge booking

OR

Private host address and contact information.

This is especially advisable for tourists visiting Kigali, Volcanoes National Park, Akagera National Park or other tourism areas.

Financial Evidence:

Rwanda Immigration does not currently publish a fixed minimum bank balance for the normal 30-day Visa on Arrival.

A bank statement is not listed as a mandatory core document.

Travellers should nevertheless have sufficient funds for:

Accommodation

Food

Transportation

Tourism activities

Return travel.

Tripex should NOT publish an invented minimum bank balance for Rwanda.

Suitable supporting evidence can include:

Recent bank statement

Cash

International credit/debit cards.

Employment Letter:

Not mandatory.

Salary Slips:

Not mandatory.

Income Tax Returns:

Not mandatory.

Form 16:

Not mandatory.

Aadhaar Card:

Not required.

PAN Card:

Not required.

Invitation Letter:

Not required for an ordinary tourist staying at a hotel/lodge.

For a private visit, carrying the host's contact and accommodation information is recommended.

Travel Medical Insurance:

Not listed as a mandatory Visitor Visa / Visa on Arrival requirement.

Comprehensive travel medical insurance is nevertheless strongly recommended.

Yellow Fever Requirement:

Yellow Fever rules depend on the traveller's recent travel history.

Rwanda Biomedical Centre states that a Yellow Fever Vaccination Certificate is NOT required for travellers arriving from countries that are not Yellow Fever endemic and do not have an active Yellow Fever outbreak.

Therefore:

Indian traveller flying directly from India without recent travel to a Yellow Fever-risk country: 

Yellow Fever certificate is generally not required.

However, the certificate is mandatory for travellers arriving from a Yellow Fever-endemic country or a country experiencing active Yellow Fever transmission.

Rwanda's official Yellow Fever-risk list includes countries such as:

Kenya

Uganda

Ethiopia

Ghana

Nigeria

Senegal

Tanzania-related regional routes should also be checked according to current health guidance.

Travellers undertaking multi-country African trips should therefore verify the Yellow Fever requirement carefully.

A Yellow Fever vaccine normally needs to be administered sufficiently in advance for the certificate to become valid under international health rules.

COVID-19:

Rwanda Biomedical Centre currently states that:

COVID-19 testing is no longer required before boarding a flight to Rwanda.

Passenger Locator Form is no longer required under the published COVID-19 travel guidance.

Work:

The visitor/holiday visa does not permit employment in Rwanda.

A traveller intending to work must obtain the appropriate work/residence permission.

Extension:

The standard visitor/holiday visa may be extended only in exceptional circumstances.

Visitors should apply for renewal/extension before the existing permission expires.

Rwanda now provides visa-renewal services through Irembo.

Visa approval / Visa on Arrival does not guarantee unconditional admission.
