Indian citizens entering Timor-Leste by land from Indonesia cannot simply arrive at the border and use the standard Dili Visa on Arrival procedure.
They must obtain a Visa Application Authorization in advance.
The authorisation must then be presented to Immigration at the land border.
This is particularly important for travellers entering from West Timor, Indonesia.

Description
Description:
Indian passport holders can obtain a Timor-Leste Tourist Visa on Arrival when travelling for tourism and entering through Dili International Airport or Dili Sea Port.
The Tourist Visa costs USD 30 and allows a stay of 30 days. It is normally issued as a Single Entry visa.
The process is completed directly with Timor-Leste Immigration on arrival. Travellers should carry a passport valid for at least 6 months, a completely blank passport page, USD 30 cash, return or onward travel arrangements, accommodation details and evidence of sufficient funds.
The Tourist Visa can be extended once for another 30 days, subject to approval from Timor-Leste Immigration. The official visa-extension fee is USD 40.
Travellers entering Timor-Leste overland from Indonesia must follow a different procedure. Indian passport holders need a Visa Application Authorization before reaching the land border and should not rely on obtaining an unrestricted Visa on Arrival there.

Travellers entering by land must obtain the required Visa Application Authorization before reaching the border. The normal Dili Airport/Sea Port Visa on Arrival process should not be assumed to apply to an overland entry.
